Only FPP license and Office license are transferable. If you have a FPP license, to transfer it, you simply uninstall it from the old machine and install it on the new machine.
I know that Project under Office is a separate product. So, all you really need to do is uninstall Project from the current computer, install it on new one then sign livense with your Microsoft Account. This site in other languages x.
